"Everyone in the rafting community has worked very hard to cooperate with all the governmental agencies and every reasonable (and sometimes unreasonable) regulation. This measure undermines everything the rafting companies and local agencies have worked so hard for over the past decade.

Marilyn Carlton, resident and homeowner on the South Fork of the American River
John Ceccardi, Ceccardi's Feed Store, Coloma:
"During the rafting season we get a lot of business from the rafting community for items such as tarps, nuts and bolts, other hardware. It would hurt our business if this measure goes through.
"It also doesnt seem right. The commercial outfitters do a service on the river – they follow the rules and help make sure that other boaters do too. Its in their best interest to protect the river and we feel they do a good job."

"We have always been impressed by how the rafting companies follow the rules. They are environmentally conscious and we feel that the Board of Supervisors and voters should have waited for the EIR [Environmental Impact Report due out September 4, 1998] before making a decision.
"The Coloma-Lotus area has always struggled financially. We are deeply dependent on the income from this environmentally-friendly industry. This measure could destroy half of the area's whitewater rafting income. What are they [the Board] going to do to replace it?
And it's not just Coloma and Lotus -- this measure adversely affects the entire county. As an example, consider restaurants and motels in Placerville and Cameron Park, where many rafting customers buy their food and lodging while in the area."

Paul Ratcliffe, Sierra Shutterbug, Coloma:
"This doesn't affect only the rafting business -- the domino effect causes lower employment and reduced income for all the local businesses. I employed 15 people this summer. If this were to pass I would only be able to hire about half that many. My annual income would be decreased considerably as well, possibly to the point of forcing me out of business."
